Mr. Fakhar Zaman

A career judge of district judiciary of Pakistan, a judicial educator, a legal policy analyst and a rule of law and governance expert, Mr. Zaman has a diversified profile, spreading over more than thirty-two years, blended with civil service and judiciary. Commencing with academic excellence, he obtained gold medal in bachelor's in law, followed by master's degree in law and development from University of Melbourne, Australia. He has successfully completed 20th common training programme at Civil Services Academy, Lahore in 1992. Besides, he has attended International Labour Standards Academy of the ITC, ILO, Turin, Italy, Human Rights & Rule of Law Course, at University of Hull, UK, Course on Cyber Crime and Digital Investigation and Training of Trainers Course, at British Council, Pakistan.

Mr. Zaman remained associated with implementation of institutional reforms during 2003-2005 under Asian Development Bank funded Access to Justice Programme (AJP) and has accompanied Annual Review Mission for undertaking "Focal Districts Strategy" for piloting AJP related innovations. He has also served as Additional Secretary to the Government of Khyber Pakhtunkhwa, law, parliamentary affairs and human rights department and has contributed to judicial policy making both at provincial as well as federal level.

He has been a consultant under Essential Institutional Reforms Operationalization Programme (EIROP) of the United Nations Development Programme (UNDP) during 2006. He has been at the editorial board of the Federal Law Journal and is member of the Expert Group of the Federal Government on National Action Plan, Point-20. Currently, he is Secretary of National Judicial Education Coordination Committee (NJECC), Secretary of the 'Working Group for Implementation of ADR Mechanisms in Pakistan' and focal person for Legal Aid and Justice Authority of the Government of Pakistan. The Officer has authored six research papers and has drafted several conference reports, project proposals, memoranda of understanding, concept notes, training manuals and policy documents.

Mr. Zaman is associated with continuing judicial and legal education since 2003. He was the first ever secretary of the training committee of the Peshawar High Court. He has been the visiting faculty at Police College, Islamabad, Pakistan Academy for Rural Development, Peshawar, National Institute of Management, Islamabad, National Police Academy, Islamabad and Khyber Pakhtunkhwa Judicial Academy, Peshawar.
